Empire Name: United Revolutionary Republics of Survaek

Empire Size:

Massive:
A massive empire has spread its influence over an impressive amount of land. It has up to six regions. Massive empires control a considerable amount of space, and often have difficulty protecting the full extent of their territory.

Just as the ideology that gave rise to the New Survaek Revolution was far-reaching enough to transcend countless old geographical barriers, so is the new Survaek itself. Not only the predominant Rjjin, Byrnians, Indroiens, and Chernegovians, but also the Demuonese, Kolov, Mille, Markatz, and Adjekistani have long-established homes within the vast borders of the URRS.

Name of the Capital and surrounding Cities:

Foedinei, Survaek Collective State (Capital) (Center):

Initially founded by settlers of the Kingdom of Byrnia, ancient Foedinei changed hands countless times as different kingdoms vied for control of the crucial center of river and overland trade. Only under the old Survaek, Imperial Antovian domination, and now the new Survaek, has it seen an extended period of stability. Yet, the city's location between the Reed and Iron Rivers has always made it a wealthy and sprawling settlement, as well as a constant point of contact among all the cultures of the current URRS. Thus, despite innumerable sieges, for most of its history pains have been taken by all sides to preserve the the city's architecture, which is the heritage of all. The clearest example of this meld of styles is the ancient Convocation Palace of Survaek, where the United Revolutionary Council meets today. Its gold dome, white marble construction, free-standing spires, and red granite outer walls are each testament to a different culture. The rest of the city center is similarly diverse, and almost every building in this former domain of the merchant upper class has been converted into an administrative center for a state branch or trade union, save for the old universities that continue in their original function.

As the first city to break free from Antovian rule during the New Survaek Revolution, the Foedinei stands today as a symbol of unity and national pride. The historic, cultural, and commercial goldmine also enjoys stable and temperate weather acceptable to Survaekom of almost all origins, making it the natural seat of the United Revolutionary Council and capital of the Survaek Collective State.

This state, established as the common domain of the five federate republics, is less remarkable as a whole than its capital. Foedinei, its expansive industrial outskirts, and its fertile agricultural countryside constitute only the far west of the Collective State. Most of the SCS is comprised of flat grassland, home to sparse Adjekistani and Markatz villagers and nomads. The only other feature of note is the Pyraenne Mountain Range in the North, home to a few Mille hillmen communities.

Byrnis, People's Republic of Byrnia (Southwest, Inland):

The most ancient settlement of which archaeological record exists in all of the current URRS, Byrnis has had by far more influence on Survaekom religion and philosophy than any other city. Before their destruction under the Antovian Empire, many widely-renowned universities in Byrnis drew scholars from across the sea, and the city's Vaedu Garden-Temple which skirts the Reed River persists as the focal point of religious pilgrimages from as far as Nurzhoyastan.

Today, Byrnis is one of two cities, the other being Foedinei, retaining architecture from the time of its founding. An unusually utilitarian and non-hierarchical construction from the beginning, the city has hardly been re-organized since the Revolution, save for the destruction or conversion into museums of the unsightly fortified garrisons of the Antovian occupation.

As a state, Byrnia is perhaps less ethnically and culturally diverse than its immediate neighbors, though this is hardly saying much. The all-but lifeless Hauthkajam Desert of the South and West has historically cut off the presence of all but the "Southern Peoples:" Byrnian, Rjjin, and Adjekistani, in the region. As for culture, being "Byrnian" is not restricted to ethnic Byrnians, but rather a strong if not dominant component of the heritage of all long-established groups in the region. For that matter, even ethnicity is not clear-cut in many Byrnian communities, some of which do not differentiate at all among the Southern peoples. Coupled with the long tradition of democracy, panentheism, and hospitality in Byrnia, this would keep the People's Republic almost entirely free of ethnic tension, were it not for the descendants of all-too recent Antovian colonizers. Violence is rare, but mutual suspicion between the children of the colonizers and those of the colonized endures.

Rjjin, Free City-State of Rjjin (Central Southern Coastline):

In ancient times, the city of Rjjin was a spectacularly large and wealthy power center of the Rjjin Empire, the port-metropolis of some of the most powerful fleets and earliest colonies of the known world. Rjjin and its neighbor Byrnia shared much of their history as allies, and the port city adopted much of the scholastic and religious functions of Byrnis and made them its own, for example in uniquely Rjjin universities and Vaedu Temples. It is also heavily influenced by the significant Demuonese demographic that had lived in the old city or nearby Demuon colonies and moved with the migrant Rjjin, who over time incorporated Demuonese traditions and styles into their own culture.

The Free City-State of Rjjin is the smallest of the Revolutionary Republics, but nowhere else outside of the Foedinei area is diversity so pronounced. Every ethnic demographic of the URRS but Mille is well represented in Rjjin, and ethnic Demuonese in particular have a traditional home in Rjjin that exists nowhere else in the Federation. However, long-established roots in Rjjin do not hamper a degree of pan-Demuonism, and even identification with the distant Imperial Dominion and its autocratic rulers. This sentiment is mostly mild and secondary to a greater identity in Rjjin and the New Survaek. However, sporadic back-to-Demuon movements and the terror instilled by the Demuonese National Front are reminders that the Revolution has not eliminated even age-old divisions, let alone the fresh wounds between the Southern Peoples and Indroiens, as lingering in the Free City-State as anywhere.

Reirk, Kingdom of New Antovia (Center North, Inland):

Reirk is the youngest of the "old cities" of the URRS, and even as on "old city" it's current face is that of the wide boulevards and neat apartment rows of the former urban bourgeoise's Hessmenian initiative, an industrial-age urban restructuring that left only the most prized of its former components. Among these, the Red Wall, in fact a series of three red granite rings around Reirk's center, was the almost universally-recognized symbol of the awe and fear instilled by the empire it represented, Antovia. The sad state of the walls today, ridden with the breaks and wear of defeat in the New Survaek Revolution, is testament to the passing of this power. The other symbols of Antovian might, the Imperial Academy of the Art of War and, even more hated, the Antovian Empire Exposition Center, remain intact, but have lost the prestige as well as their initial meaning. The Academy now serves as a tactical training center for the partisans of the Emancipated Workers' Army, the Exposition Center has been converted into the Museum of Indroien History, far more just to the Southern Peoples than its predecessor.

Reirk remains both an political-economic powerhouse, as capital of the Kingdom of New Antovia, as well as a problematic topic for its neighbors. The city and the state it commands continue to hold a special economic value as the first to industrialize in Survaekom history, and their embrace of New Survaekom Socialism has all but broken the legitimacy of defunct Old Antovian ideology. Yet, New Antovia still suffers from unusually strong patterns of ethnic segregation, with the Indroien majority mostly separate even from the Chernegovian and Kolov descendants of the old feudal kingdoms absorbed into Antovia, in the legacy of the racial ideology imposed by the later Antovs. Some Byrnian, Rjjin, and Demuonese academics, professionals, and military personnel have found places in Reirk itself, but rural populations of Southern peoples are generally as separate from one another as from Northern Peoples. They are also in a smaller minority overall in New Antovia than in any other Revolutionary Republic. Furthermore, the conditions of Reirk's new economic order has been the maintaining of the Antov line and monarchial titles, though in the context of a constitutional monarchy checked by a powerful, directly-elected Parliament.


Vladivostok, Socialist Revolutionary Republic Menshevikiya (Region 18 ):

Planned and built at the onset as a military production center for Chernegov's Antovian front, Vladivostok is one of the two "new cities" of the URRS and capital of the Republic of Menshevikiya. Its function and structure have changed dramatically since entrance into Survaek. Unlike even Reirk, whose petty bourgeois apartment blocks were easily converted and expanded for general use by all city workers, Vladivostok's only mass housing under the Tsar was in the squalid slums of the industrial serfs and the nondescript barracks of the soldiery. The nobles and industrialists had their urban manors, but there was no place even for the Tsardom's limited middle class in so narrowly-defined a settlement. This class dynamic contributed in part to the city's early rebellion, in which even much of the military turned on its masters. Since the rebellion and the subsequent foundation of Mensehvikiya, the Revolutionary Republic's particularly active Central Planning Commission's tireless industrial diversification and universal housing projects have given Vladivostok the most "modern" face of any Survaekom city.

Strong indicative central planning, combined with the cooperativization of agriculture and industry have similarly changed the region of South Menshevikiya. Remarkably, and unlike New Antovia, the Menshevikiyan government has made a concentrated effort to attract the labor and expertise of ethnic non-Chernegovians, especially Byrnians and Rjjin, as a sign of solidarity in the New Survaek. Thus, the overall representation of Southern Peoples as well as the level of ethnic integration in South Menshevikiya is notably greater than in New Antovia, despite greater distance from the URRS South.

Putilov, Socialist Revolutionary Republic of Menshevikiya (Region 8 ):

The second "new city" of the URRS and the Republic of Menshevikiya, Putilov nevertheless stands apart from its sister city Vladivostok. It has, in fact, switched roles with Vladivostok to a degree, commanding the URRS region with the largest border along the looming threat of the Tsardom. The city is therefore largely geared towards military production, though not suffering the class segregation of the old Vladivostok as a result. In fact, the soldiers of the Revolutionary Guard stationed in North Menshevikiya often come from backgrounds in industrial work in Putilov and return to this work at the end of their two-year service, for those who decide not to remain in the ranks of the army.

North Menshevikiya is notable not only for its crucial military role in the URRS, but for its unique ethnic composition and pressures. Chernegovians of North Menshevikiya and the nomadic tribes extended tax-free status under the Tsardom have been in pervasive conflict for decades, as many tribes continue to identify with the old regime. These often violent tensions, as well as the danger of invasion from three fronts, have limited civilian immigration to North Menshevikiya. On the other hand, however, almost every creed and color of the URRS is represented in the region's massive military presence.

Republic - A Republic is a representative government. While other governments might rules by tradition, wealth, or force of arms, the republic rules through the will of the people. Apart from elections, republics can take many forms, from parliamentary to senatorial. Still, representatives will always rule at the whims of political elections.

The New Survaek, like the Old, is founded on the principle of several distinct nations federate in the name of mutual benefit and the common good. Currently, the URRS is comprised of four independent states cooperating through a federal government and the single Collective State.

The People's Republic of Byrnia: Democracy, particularly in the official self-government of village communities, is an age-old Byrnian tradition. The power of monarchs of the Kingdom of Byrnia had never been limited by constitutions or parliaments, but rather had been checked by the power of local village and town councils, who in a few instances even dethroned a monarch. Only with the rise of a professional army was the king able to override these checks, and even then the resulting resistance weakened his rule so thoroughly as to put the former powerhouse of Byrnia at the mercy of Antov, to whom independence was exchanged for the suppression of dissent. Naturally, with the New Survaek Revolution came the rejection of the old monarchy. In its place the ancient position of Regent, temporary ruler after the death or dethroning of a king without a suitable heir, has been made permanent "People's Regent" for a new age in which the very notion of an heir is deemed unsuitable. As implied by the title, the People's Regent is elected directly by all full citizens of Byrnia, which in the state's inclusive ideology effectively means all residents, permanent or temporary, above the age of twenty. The People's Regent, executive of the state for a single five-year term, is checked and balanced by the 100-member People's Senate and the 5-member High Court of Appeals. Furthermore, more than those of the other Revolutionary Republics, Byrnia's local governments, democratic councils representing not only towns and villages but nomadic tribes, exercise considerable sovereignty and play an active role in politics. For example, local governments are given charge of public education despite some central oversight, and the boards governing the state's nationalized utilities, infrastructure, and emergency services include representatives of every village and tribe. In the same vein, almost all Byrnian cooperatives are identified entirely by locality, each encompassing multiple trades. They work in concert through the Federate Byrnian Cooperatives Union, effectively making Byrnia a federation within a federation.

The Free City-State of Rjjin: In some ways an historic counterpart to Byrnia, Rjjin was one of the first of the world's republics. However, the Senate of the ancient Rjjin Empire spoke mostly for the city's merchant class and trade guilds, not for its laborers, and the villages outside the city had no representation whatsoever. Thus, where the New Survaek Revolution made republican institutions of Byrnia's village democracy, it made democracy of Rjjin's republican institutions. Rjjin's 100-member High Senate is directly elected by of the City-State's citizens, meaning permanent residents. It's executive, the Speaker for the Senate, is then elected by legislators, but impeachable by popular vote. Unlike those of Byrnia, Rjjin is highly politically centralized. As a city-state whose relatively confined borders surround a central settlement, local governments are more administrative extensions of the central government than political players in their own right. Similarly, though Rjjin like Byrnia has very few truly nationalized industries, its plethora of small cooperatives are tightly regulated by the Economic Oversight Committee of the High Senate.

The Kingdom of New Antovia: The last vestige of monarchy in the URRS, New Antovia is still officially subject to Elizaveta Antov, last living heir to the throne she won by endorsing the New Survaek Revolution and executing the rest of her family. Unlike her forefathers, Elizaveta is a constitutional monarch, checked by Parliament's legislative power in the House of Free Peasants and judicial power in the House of Judges. She also must submit to the economic sovereignty of the millions of "free peasants," former serfs now exercising their power through cooperative industry and the interstate trade unions of the URRS. Thus, the New Kingdom is hardly the same as its predecessor. However, though the common result of economic empowerment and civil liberty extends to some degree to all of the former lower classes, the nature of change is heavily influenced by deeply-ingrained ethnic divisions. The cooperatives of Chernegovians and Kolov to the far North and East are defined by the boundaries of former feudal estates, conquered by the old feudal Antovia and left much as they were until the "Frontier Liberation" shortly after the fall of Reirk to the New Survaek Revolution. These tend to align themselves with Menshevikiyan trade unions, especially the Unified Farmers and Artisans of the North, but remain mostly isolated culturally. The smaller minorities of Byrnian and Rjjin in the South and West of Indroie are in more direct contact with, and thus suffer more hostility from the Indroien majority. They tend to tie themselves very strongly their respective nations through such institutions as the FBCU. Finally, the Indroien majority, coming from the tradition of highly-centralized control, mostly organize around Reirk much in the manner of the state around the city of Rjjin, though with far more ethnocentric implications.

The Socialist Revolutionary Republic of Menshevikiya: Unlike most other states of the URRS, Menshevikiya is grounded neither in the overthrow of foreign domination nor in the radical reform of an old system. Menshevikiya is something entirely new, a full-blown rejection of an age-old political identity and the subsequent redefinition of a people. Though this was accomplished with the help of URRS military intervention, Menshevikiya stands apart from the rest of Survaek in several important regards. For example, the state's single executive, the People's Commissar, is elected for life by popular vote, though he is impeachable both by referendum and by legislative vote and checked by the massive, 1000-member Menshevikiyan Democratic National Congress. Also unique to Menshevikiya is its economic divide between powerful "national cooperative federation" industries, namely mining and heavy manufacturing, and highly decentralized cooperative industries such as agriculture. The unusual degree of nationalization has allowed the state to carry out remarkable central planning initiatives in infrastructure and industry, while the policy of targeted subsidies and regulatory freedom for smaller cooperatives has helped to facilitate a massive influx of non-Chernegovian Survaekom to Menshevikiya.

The United Revolutionary Council and the Survaek Collective State: Established at the beginning of the New Survaek Revolution, the United Revolutionary Council is the defining, central institution of the URRS. It is comprised of one Councilor, essentially an ambassador, from each member nation of Survaek in addition to the URRS Prime Minister, elected by popular vote of all Survaekom citizens to a five-year term. Though the Prime Minister acts as the highest representative of Survaek in diplomatic affairs, the position's executive power is equal to that of the Councilors. The five vote together mostly to resolve disputes between member nations, but they also decide some matters of policy, such as federal taxation, interstate trade union regulation, border policy, the protection of civil and economic rights, national census, and oversight of infrastructure and emergency service agencies. The URCS is also charged with direct control over Survaek's national armed forces (the Survaek Revolutionary Guard) and oversight of the Emancipated Workers' Army, its independent paramilitary wing. However, the URCS has the unique role of acting not only as a federal government, but government of the Survaek Collective State. This state, deemed the common domain of all member nations of the URRS, is perhaps even more revolutionary than the rest of the federation. Every industry aside from emergency service and public infrastructure is controlled entirely by decentralized cooperatives, and even the two exceptions are split between nationalized firms and parallel cooperative firms. Furthermore, the Collective State, particularly Foedinei, suffers almost no serious ethnic tension, and is even known for a particularly strong integrationist and internationalist ideological trends.

Queen Elizaveta Antov: Even before the New Survaek Revolution, Princess Elizaveta was known for her reformist attitudes, going so far as to advocate democratic checks to her own father's power. None of her family could have predicted that this zeal would be directed to their own murder, violently and suddenly putting an end to the Antovian Empire. True to her word, Elizaveta Antov instituted the promised democratic checks. Furthermore, as one of the conditions of her recognition by the Revolutionary Council, she pushed through Syndicalism, further limiting her royal power.

However, to the chagrin of her fellow URRS executives, Elizaveta is hardly a passive monarch, and has even garnered a cult of personality around the "Revolutionary Queen." She has acted decisively to foster New Antovian national identity, but only feebly to expand this identity to include non-Indroiens. In this matter, genuine reformist zeal mixes with self-interested caution as she carefully hedges her power against any doubling back on the Revolutionary Council's promise not to remove her. In any case, Elizaveta Antov's ambitions often seem to center on the future of New Antovia more than the wider URRS, raising suspicions among her counterparts in the other Republics.

People's Regent Ishui Seldu: Outspoken feminist, trade unionist, and proponent of Vaedu religious expression under the Antovian Empire, Ishui Seldu is perhaps the most widely respected URRS leader, if not the most widely respected Byrnian individual ever. The other side of the coin is the hard-line opposition she encounters, with labels ranging from "Byrnian cultural imperialist" to "man-hater" to "religious nut" enduring even after the Revolution.

The labels do not hold up against the incredible ability she displays as a leader to maintain an open mind and patient calm, but they hold a grain of truth in her unwavering devotion to the values of the New Survaek Revolution. A firm internationalist, egalitarian, and idealist, she frequently clashes with both Queen Antov and Speaker Sujjid and enjoys the frequent support of People's Commissar Kropotkin.

Speaker for the Senate Pekhai Sujjid: The great pragmatist of URRS leaders, it is often difficult to tell whether Sujjid is hedging his own power or truly committed to an ad hoc, middle of the road approach to politics. Though a veteran of the

The will of the people has overthrown the shackles of capitalism, and the workers are now free! Unfortunately, it seems that different workers conceive of freedom differently, and the united front that fought against the bourgeoisie has become more divided since taking power.

Quantity is it's own quality as the own saying goes, this Empire's army may not be the most advanced or half access to elite special units. But it can more than makeup for that with the sheer manpower and cheap producability of technology it can quickly bring to bear during times of war, overwhelming the enemy by numbers alone.

The issue of mandatory military service was long debated in the formative days of the URRS. Despite a painful history of "serf levy" conscription under Antovian rule, the New Survaek has decided against a volunteer army. However, unlike the arbitrary and often indefinite conscription methods of Old Antovia, URRS military service is a two-year obligation for all citizens, male and female, from ages 18-20. In this way, all citizens have a stake in the military, guarding against overzealous offensives and against the formation of any military caste.
